Made in Europe: What Are Europe's Local Content Requirements?

Europe does not currently have a single continent-wide Local Content law. However, governments and institutions across the European Union are increasingly adopting policies designed to strengthen domestic manufacturing, secure critical supply chains, increase industrial competitiveness, and encourage investment within Europe.

These efforts are often described as part of a broader "Made in Europe" strategy.

Rather than imposing a universal Local Content framework, the European Union is pursuing industrial policies that encourage manufacturing, investment, workforce development, supply chain resilience, innovation, and strategic production within Europe. Together, these initiatives aim to strengthen Europe's industrial base while reducing dependencies on imported technologies, components, and raw materials.

Key "Made in Europe" Policy Initiatives

Industrial Accelerator Act (IAA) – Proposed by the European Commission to strengthen industrial competitiveness, accelerate strategic manufacturing investment, support clean technology deployment, improve supply chain resilience, and encourage greater production within the European Union.

European Chips Act – Strengthens Europe's semiconductor ecosystem and supports investment in chip manufacturing, research, innovation, and supply chain resilience.

Critical Raw Materials Act (CRMA) – Seeks to secure sustainable and resilient European supply chains for critical minerals needed for energy, digital, defense, and advanced manufacturing industries.

Net-Zero Industry Act (NZIA) – Supports the expansion of clean technology manufacturing within Europe, including batteries, solar technologies, wind energy equipment, hydrogen technologies, heat pumps, and carbon management solutions.

Clean Industrial Deal – Promotes industrial competitiveness while encouraging low-carbon manufacturing, energy affordability, innovation, and increased European production capacity in strategic sectors.

While these initiatives are not traditional Local Content laws, they reflect many of the same objectives found in Local Content frameworks around the world. Their focus is on increasing economic value creation within local economies through manufacturing, workforce development, supplier participation, innovation, technology development, and long-term industrial growth.

Across Europe, governments are increasingly prioritizing industrial sovereignty, energy security, domestic production capacity, strategic supply chains, and economic resilience. Public procurement programs, manufacturing incentives, state aid mechanisms, and industrial investment policies are being used to encourage companies to establish facilities, create jobs, expand production, and strengthen European supply chains.

For investors, contractors, manufacturers, and suppliers, understanding these policies is becoming increasingly important. Organizations that align with Europe's industrial priorities may be better positioned to access incentives, participate in strategic projects, strengthen supply chain relationships, and compete for future procurement opportunities.

As Europe continues investing in semiconductors, critical minerals, clean energy, advanced manufacturing, transportation, digital infrastructure, defense, and emerging technologies, the Made in Europe movement is expected to play an increasingly important role in shaping investment decisions and economic development across the region.

The result is a growing policy environment that encourages companies not only to sell into Europe, but also to invest, manufacture, innovate, hire, and build supply chains within Europe.
