Speaker Bio

Ileana is the CEO and founder of Colibrí Business Development LLC, a consultancy that helps public and private sector energy firms ensure their projects maximize local economic development. She brings 24 years of ExxonMobil experience, most of it in Global Procurement, negotiating and executing upstream service contracts across every region where the company operates.

A recognized Local Content Subject Matter Expert, Ileana advises governments on policy, regulation, and workforce capacity-building, and connects industry, NGOs, academia, and the private sector around shared project outcomes. Through partnerships with WEConnect International, she has championed the inclusion of women-owned businesses in energy supply chains and mentors women entrepreneurs across emerging markets.

Ileana holds a BA from Universidad Metropolitana (Caracas) and an MBA in International Development from Thunderbird School of Global Management, plus certifications in Leading Economic Growth and Implementing Public Policy from Harvard Kennedy School. Born in Venezuela, she now lives in The Woodlands, Texas.
