LocalContent.com was born out of the U.S. offshore wind industry. That is not a tagline. It is literally how we acquired the domain localcontent.com, building on our parent company's consulting arm in the middle of an energy conference in Houston, TX.
Local content is a century-old compliance mechanic used predominantly within oil and gas across Nigeria, Brazil, Norway, Saudi Arabia, South Africa, Canada, and Australia. We took that framework and built something broader: a technology and consulting platform elevating public-private infrastructure development across civil utility, commercial real estate, maritime, sports, entertainment, and gaming. The foundation was offshore wind. That still matters deeply to us.

We will continue to play a critical role across offshore wind, advanced nuclear, natural gas, and ports, using local content as a mechanism of competitive advantage for developers, primes, and suppliers, and as a signal of trust for the communities whose support determines whether projects get built.
Dwayne's Story Is the Industry's Story
Our Senior Director of Economic Development, Dwayne R. Wilkins, joined us in 2023, but the story starts a year earlier. We met at IPF 2022 in Atlantic City through a small business training cohort we had provided a grant to attend. Dwayne was there through a small business grant for the New Jersey construction firm he worked for, funded by the New Jersey Economic Development Authority (NJEDA). That connection brought him into the LocalContent.com family the following year.
That story represents the power of intentional access. A grant to attend a conference changed the trajectory of a career and brought a seasoned construction and logistics professional into offshore wind at exactly the moment the industry needed people like him. His presence on the IPF main stage in 2026 is a direct line back to that room in Atlantic City in 2022. That is how careers get made. That is how industries grow.
