Dustin Varnell is working to ensure the blue economy is no longer invisible or inaccessible to the communities that surround America’s ports. A former ships officer, Varnell began his career at sea, gaining a global perspective on maritime operations before returning home and recognizing a critical gap: local suppliers and workers were often shut out of the very industries operating in their backyard. That realization shaped his commitment to opening pathways into the ocean economy and strengthening its long-term resilience.

As Co-Founder of Spirit Advisory, Varnell draws on experience across defense, oil and gas, and offshore wind to break down the silos that have historically limited collaboration. Spirit was created to help build a real U.S. industrial supply chain for offshore wind fabrication and delivery while modernizing maritime industries through technology and digitalization. His work focuses on helping companies transition into new markets and integrate legacy strengths with emerging technologies.

Looking ahead, Varnell sees the greatest opportunity in revitalizing shipbuilding and maritime fleets while reducing carbon emissions in economically viable ways. By connecting U.S. and U.K. supply chains and advancing cross-sector collaboration, his leadership is helping shape a more unified, competitive, and future-ready maritime economy.
